Jaroslav Císař (born 13. 4. 1955 in Prague) linked his interest in literature with institutions for its support, whether as a ministry official or as secretary of the Association of Czech Booksellers and Publishers (SČKN), where, among other things, he devotes himself to promotional activities. He also takes an interest in popular music.

After graduating from grammar school, he studied librarianship and information science from 1974–78 at the Arts Faculty of Charles University. Up until November 1989 he worked in various library institutions as a research worker and methodologist. From 1989–90 he participated in the renewal of the Association of Librarians and Information Workers (SKIP). At the end of the 80s, he also worked on the Slovník zkratek mezinárodních organizací [Dictionary of International Organisation Abbreviations], which however remained unfinished. In 1991 he joined the Czech Ministry of Culture, first as head of the department of book culture, in 1993 he was named director of the division of literature, book culture and libraries, and since 1996 he has been the secretary of SČKN. He has worked as an external lecturer at the College of Journalism in Prague (1998–99).

He has published articles primarily in the sphere of literature, book culture, modern music and librarianship in popular and specialist magazines and in daily newspapers.

Since its beginning till its closer (March 2011) he was the editor-in-chief of Grand Biblio, magazine about book culture in the Czech Republic .
