I've done it in Latvia and Lithuania, you have roughly the same ceritria as I did when I needed a visa head to a tourist agency that specialises in Russian visas (there should be a few in Prague) and they'll do it for you (charge you a little extra though, but it's worth it to rid yourself of the hassle), otherwise if you've all the relevant docs, head to the Russian embassy in Prague and they can do it.
